Answer (1 of 3): It bugged me out too at first but upon some serious monitoring and looking at my screen I figured it doesn't actually "restart" the whole download. What happens is that the system actually "installs" the downloaded files when the download gets paused/resumed which causes the dow. After the update, I had to reinstall the packs I needed. Whenever I loaded the game after at least one pack finished installing, it would copy files (almost 29 GB). So I let it finish downloading the rest of the packs. Once it's done, it copied one last time then I could play the game. Didn't need to delete and reinstall the game.
